Read the utility's permission and background-process requirements. A host rule depends on that environment even if the keypad appears to remember the friendly label you gave it. If the utility closes, the raw device input may reach applications unchanged. Test that fallback before relying on it in a submission field.

Where does hardware configuration fit?

If the supported device utility can emit the desired input directly, that may remove an unnecessary translation step. Verify how the setting is saved and which connection modes support it. Do not assume that every assignment visible in a software profile is stored on the keypad.

Keep a simple record of the input path: physical key, emitted event, any translation and final command. When something fails, inspect those stages in order. Avoid changing all of them at once, because a successful result would not tell you which adjustment fixed the problem.

What should determine the final choice?

Prefer the smallest understandable setup that performs the intended task in the right context. Retest the main keyboard and other foreground applications after making a rule. Save the previous configuration and document any process that must remain active.
